Riley, just 22 years old, allegedly fell victim to an illegal immigrant from Venezuela. Jose Ibarra, the man charged with Riley’s murder, had been apprehended by Border Patrol on September 8, 2022, after illegally entering the United States near El Paso, Texas. However, he was subsequently released for further processing, as confirmed by U.S. Immigration and Customs Enforcement (ICE). Ibarra was later arrested by New York police in August 2023 and faced charges related to harming a child under 17, according to ICE.
