House Republicans Struggle to Find a Solution as Shutdown Looms
With the 31-day continuing resolution facing uncertainty in passing, House Republicans are scrambling to come up with a plan to avoid a government shutdown. Rep. Kevin Hern (R-OK), chairman of the Republican Study Committee, has proposed an amendment to further reduce funding below the caps set in the Republican debt ceiling bill.
Internal Tensions Emerge as Shutdown Becomes Inevitable
The current proposal aims to cut spending to the $1.59 trillion level agreed upon in the bipartisan debt ceiling deal signed by President Joe Biden. However, Hern presented his plan during a closed-door meeting, advocating for a funding cut down to $1.471 trillion. This aligns with the demands of hard-line conservatives and the appropriations already marked up for this year.
This lower funding level was previously voted on in the Limit, Save, Grow Act, which raised the debt ceiling while implementing a spending cap. Although the bill never made it to the Senate, Hern sees it as an opportunity to start at a lower number and address pressing issues such as border security.
While it remains uncertain if Hern’s amendment will garner enough votes to pass, there may be more consensus around the lower funding level. Rep. Bob Good (R-VA), a member of the Freedom Caucus, expressed support for the amendment and emphasized the need for a commitment to write appropriation bills during the 30-day period.
If adopted, the continuing resolution will still include the House’s border security bill and other provisions demanded by conservatives. The decision to set spending at $1.59 trillion was based on previous strong support within the conference.
