According to a late December letter to local judges, this was done in an effort to reduce violent crime.
Attorney Buta Biberaj declared that her office would cease to exist
prosecute
In an attempt to make it easier to fund more violent cases, she sent a Dec. 30 letter to the county judges. Certain misdemeanors like hit-and-runs or public intoxication will instead be deferred to local law enforcement and courts.

“As you may know, with the increase in the trials in Circuit Court and the introduction of body worn camera and related recordings in each case, the OCA is inundated and left with insufficient time to prosecute every infraction and low-level offense that is charged,” Biberaj wrote

“To better serve our community and to ensure that we are providing safety and justice, we need to reallocate our resources towards the more egregious cases that are being charged by law enforcement and threaten the safety of our community,” She spoke.
Biberaj presented a list containing misdemeanors she thought would be out of her control, such as reckless driving, speeding and trespassing, underage drinking, failure in court appearances, noise complaints and other.

These changes will be in effect Monday. Any misdemeanor offenses committed prior to that date will be prosecuted. In the meantime, the attorney’s office will work with local law enforcement to “provide trainings and guidance so that they are best prepared to present these cases to your courts,” According to the letter.
The Washington Examiner I contacted OCA for comments, but have not received a reply.
