State Department unveils new strategy to integrate equity into foreign policy
The State Department’s Plan to Embed “Equity” into Foreign Policy
The State Department has unveiled its strategy to incorporate “equity” into all aspects of the foreign policy making process, asserting that “inequity is a national security challenge with global consequences.”
This plan, released as part of the Biden administration’s initiative to promote diversity, equity, and inclusion (DEI) policies within the federal government, aims to fund foreign LGBT groups and integrate DEI into the State Department’s policy making process.
“Over the past two years, we increased our efforts to embed equity in our foreign affairs work through diplomatic engagements, high-level dialogues, multilateral efforts, foreign assistance, public diplomacy programs and messaging, and procurement and contracts,” the report stated. “These efforts have raised the visibility of racial and other inequities globally and generated better-informed foreign policy to decrease barriers to equity and equality worldwide.”
While some Republicans oppose the government’s focus on DEI, arguing that it prioritizes race and sexual identity over competency, the State Department advocates for principles such as combating hate, protecting inclusive democracy, promoting racial equity and justice globally, and advancing gender equity and equality worldwide.
The report highlights various projects initiated by the department’s equity-focused approach, including a podcast on women in international security by the U.S. Mission to NATO, efforts by the Embassy in Kyiv to provide access to an HIV pre-exposure drug, forging connections between the Embassy Kingston and Jamaican law enforcement and LGBT individuals, and coordination on LGBTQI+ issues by the U.S. Mission to Poland and ally embassies to combat hate and foster inclusivity.

The State Department’s future endeavors include integrating “intersectional equity” into public diplomacy programs, funding LGBT advocacy groups, and creating American passport artwork that better represents the country’s diversity.
The report also argues that racism has become more pervasive due to increased immigration, global warming, and the COVID-19 pandemic.
The State Department has faced criticism in the past for its identity-focused initiatives, such as allocating taxpayer funds to promote transgender inclusion policies in Indian corporations, specifically providing $49,813 to the YR Gaitonde Medical, Educational and Research Foundation.

How does incorporating diversity, equity, and inclusion principles into the policy-making process enhance the effectiveness of foreign policy strategies and decisions?
Ioritizing equity as an essential component of effective and sustainable foreign policy.
One of the key objectives of the plan is to allocate funding to support foreign LGBT groups. By providing financial resources to these organizations, the State Department aims to promote equal rights and opportunities for LGBT individuals globally. This initiative reflects the Biden administration’s commitment to advancing LGBTQ+ rights and ensuring that the United States is a leader in promoting inclusivity and non-discrimination.
Additionally, the plan seeks to incorporate diversity, equity, and inclusion principles into the State Department’s policy-making process. This means that considerations of equity and fairness will be taken into account when formulating foreign policy strategies and decisions. By integrating DEI into the policy-making process, the State Department aims to ensure that the perspectives and needs of diverse populations, both within the United States and abroad, are adequately represented and addressed.
The State Department’s emphasis on embedding equity into all aspects of foreign policy is grounded in the recognition that inequity poses a significant national security challenge with global consequences. Inequities can lead to social and economic instability, which in turn can fuel conflicts and undermine peace and security. By addressing inequities and promoting equity, the United States can contribute to a more stable and prosperous world.
The report released by the State Department highlights the various efforts that have already been made in pursuit of equity in foreign affairs work. These include diplomatic engagements, high-level dialogues, multilateral efforts, foreign assistance, public diplomacy programs, and messaging, as well as procurement and contracts. These initiatives have not only increased global awareness of racial and other inequities but have also informed foreign policy decisions aimed at reducing barriers to equity and equality worldwide.
While some Republicans have voiced concerns that the focus on DEI might compromise competency, it is important to note that prioritizing equity does not mean sacrificing professionalism or effectiveness. On the contrary, incorporating diverse perspectives and addressing inequities can enhance the quality and impact of foreign policy decisions. By tapping into a broader range of experiences and expertise, the State Department can develop more comprehensive and nuanced approaches to international challenges.
In conclusion, the State Department’s plan to incorporate “equity” into foreign policy reflects the Biden administration’s commitment to promoting diversity, equity, and inclusion within the federal government. By funding foreign LGBT groups and integrating DEI into the policy-making process, the State Department aims to address inequities, promote equal rights and opportunities, and contribute to global peace and stability. While concerns have been raised, the focus on DEI does not compromise competency but rather enhances the quality and impact of foreign policy decisions. As the United States engages with the world, incorporating equity becomes a crucial element in building a more just and prosperous future for all.
