- Household income at or below 100% of the area median income for a single-person household or 120% of the area median income for a household of two or more persons
- Negatively affected by the coronavirus pandemic
- Not currently enrolled in another guaranteed income program

Exciting Research Study
The University of Pennsylvania and other research partners will be conducting a randomized control study to measure the outcomes of the Breathe program. While participation in the study is not required to receive the monthly payments, those who choose to participate will have the opportunity to provide valuable information on their overall health and well-being. As a thank you, participants will receive a $30 gift card for every survey completed.
Additionally, 2,000 applicants have been randomly selected to be part of the control group for the study. Although they won’t receive the $1,000 monthly payments, they will still have the chance to contribute through periodic surveys and interviews. As a token of appreciation, they will also receive a $30 gift card for each survey completed.
