Trump abandons Johnson, endorses Luna’s new parent proxy voting bill
President Donald Trump endorsed Rep. Anna Paulina Luna‘s (R-FL) new parent proxy voting bill on Thursday in a blow to Speaker Mike Johnson (R-LA), who has been working hard to kill the legislation he believes is “unconstitutional.”
Trump told reporters aboard Air Force One Thursday that he doesn’t understand why the legislation, which provides 12 weeks of leave for new parents who can then designate a member to vote for them, is “controversial.”
“I’m going to let the speaker make the decision, but I like the idea … I’m in favor of that … I would agree with that,” Trump said.
The comments come after Luna said on Wednesday that she talked to Trump about the issue, and “the president assured that this would get resolved.”
The Washington Examiner reached out to Johnson for comment.
Trump’s endorsement throws a swift wrench into Johnson’s plans after he and leadership planned to bring up language in next week’s Rules Committee meeting to try again to kill Luna’s bill. The language was thrown into Tuesday’s procedural rule vote to advance the Safeguard American Voter Eligibility Act and the No Rogue Rulings Act, among others, but nine Republicans joined all Democrats to sink the rule.
After his first rule defeat of the 119th Congress, Johnson blamed the nine Republican detractors, and leadership canceled votes for the rest of the week to regroup on navigating what was effectively a standstill. Some House Freedom Caucus members and other hard-liners threatened to hold up floor proceedings if Johnson allowed the proxy voting bill to come to the floor.
On the other side, Luna and her supporters are prepared to vote down rules until leadership lets her bill come to the floor. The Florida congresswoman has argued that she has gone through the proper House channels to call up a vote, insisting that her legislation should be given a “fair shot.”
Luna has blasted Johnson and her opponents for being “anti-family,” and she left the Freedom Caucus due to the “backroom deals” going on behind her back.
In a lengthy statement on Wednesday, Johnson said that he empathizes with new parents and knows “firsthand the difficulty and countless sacrifices that come with balancing family life and service in Congress.”
“That said, all of us have a responsibility to defend and uphold the Constitution and the integrity of this institution, which has stood the test of time for more than two centuries,” the speaker said. “While I understand the pure motivations of the few Republican proxy vote advocates, I simply cannot support the change they seek.”
Johnson added that he was planning to create “every possible accommodation” to make congressional service “simpler” for mothers in Congress.

Shortly after Trump endorsed Luna’s bill, the Rules Committee announced it would meet on Monday at 4 p.m. to discuss the same slate of legislation intended for this week. It is unclear whether hard-liners will still work to kill Luna’s bill.
However, the Florida congresswoman noticed that she was filing her bill as “privileged” on Tuesday, meaning leadership has two legislative days to bring it to the floor. The early recess kicked the deadline to Tuesday next week.
