In a recent declaration, President Donald Trump hinted at the possibility of Ukrainian President Volodymyr Zelensky visiting the White House to sign a deal regarding rare earth minerals, aimed at enhancing cooperation between Ukraine and the United States in the context of the ongoing Russia-Ukraine war. Trump mentioned that the agreement is nearing completion and involves Ukraine contributing a significant portion of its revenue from natural resources in exchange for U.S. investment in the country’s prosperity. Although U.S. security guarantees for Ukraine are not explicitly part of the deal, Trump noted that Russian President Vladimir Putin may now be open to the idea of peacekeepers in Ukraine.
During a meeting wiht French President Emmanuel Macron, which coincided with the third anniversary of the war, Trump reiterated his stance that the conflict would not have occurred had he been in office at the time. He expressed the importance of advancing the economic partnership through this minerals deal, claiming it would support both Ukraine’s recovery and safeguard American financial interests previously committed to Ukraine.The meeting also touched on the potential for major economic developments with Russia, signaling ongoing diplomatic efforts. Throughout, Trump maintained a nuanced approach to his language regarding key figures in the conflict, including refraining from labeling Putin as a dictator.
Trump previews possible Zelensky visit to DC to sign mineral deal with Ukraine
President Donald Trump previewed the possibility of Ukrainian President Volodymyr Zelensky coming to the White House as early as this week to sign a rare earth minerals deal with the United States as Trump tries to end the Russia-Ukraine war.
“I will be meeting with President Zelensky. In fact, he may come in this week or next week to sign the agreement,” Trump told reporters at the White House on Monday. “The agreement is being worked on now. They are very close to a final deal.”
More details regarding the deal emerged earlier Monday, including that, in exchange for Ukraine contributing 50% of its revenue from minerals, oil and gas, infrastructure, and its ports to an investment fund co-managed with the U.S., the U.S. would “provide a long-term financial commitment to the development of a stable and economically prosperous Ukraine.”
U.S. security guarantees to Ukraine do not appear to be part of the deal, but Trump did announce on Monday that Vladimir Putin would be open to having peacekeepers in Ukraine, a proposal the Russian president has previously opposed.
“We’ll see,” Trump said when asked whether Ukraine would have to concede territory.
Trump made the comments before a bilateral meeting with French President Emmanuel Macron, held on the third anniversary of Russia’s invasion of Ukraine.
Before the meeting and the pair’s lunch and press conference, Trump also told reporters the U.S.’s decision to vote against Ukraine’s anniversary U.N. resolution was “self-evident,” again declining to call Putin a “dictator” despite using the word to describe Zelensky.
“I don’t use those words lightly,” Trump said, adding NATO has advantages when managed “properly.”
Macron had been at the White House hours earlier than expected Monday morning to attend a virtual meeting of G7 foreign leaders in person alongside Trump.
In Trump’s readout of the meeting, posted to social media, the president repeated his position that the war would have never started if he had been president then.
“Everyone expressed their goal of seeing the War end, and I emphasized the importance of the vital ‘Critical Minerals and Rare-Earths Deal’ between the United States and Ukraine, which we hope will be signed very soon!” Trump wrote. “This deal, which is an ‘Economic Partnership,’ will ensure the American people recoup the Tens of Billions of Dollars and Military Equipment sent to Ukraine, while also helping Ukraine’s economy grow as this Brutal and Savage War comes to an end.”
Trump similarly underscored his desire for “major Economic Development transactions” with Russia, saying negotiations “are proceeding very well” after Secretary of State Marco Rubio, national security adviser Mike Waltz, and Middle East special envoy Steve Witkoff met with Russian Foreign Minister Sergey Lavrov in Saudi Arabia this month.
For his part, Macron called the G7 meeting “perfect,” a description Trump used for his phone conversation with Zelensky in 2019, during which he asked Ukraine for help finding political dirt on former President Joe Biden and ended in his first impeachment by the House in 2020.
“It was very good, very friendly, as always,” Macron told reporters on his return to Blair House across the road from the White House. “We did the G7 videoconference in the Oval Office, and then we had a first discussion, and I come back shortly.”
During Macron’s second arrival at the White House on Monday afternoon, Trump was asked about Pope Francis, who is in critical condition with early kidney failure, though he remains alert.
“We want him to get well,” Trump said. “It’s a very serious situation. We do want him to get well if that’s possible.”
