Ukrainian Finance Minister Suspects Donor Fatigue
The Ukrainian Finance Minister, Serhiy Marchenko, expressed concerns about donor nations growing tired of providing aid to his country. Marchenko made these remarks during the International Monetary Fund and World Bank meetings in Marrakech, Morocco. Ukraine is currently awaiting the fulfillment of a $5.4 billion commitment from the IMF.
“I see a lot of tiredness, I see a lot of weakness among our partners. They would like to forget about the war, but the war is still ongoing, full-scale,” Marchenko said.
He further stated that it is now twice as challenging to convince partners to support Ukraine compared to the previous annual meetings.
Despite these challenges, Marchenko shared during the IMF meetings that Ukraine’s economy is projected to grow by 5% next year. However, the country faces a budget gap of approximately $43 billion in 2024 due to the ongoing war with Russia, which began 596 days ago.
The European Union has plans to disburse $52.6 billion to Ukraine from 2024 to 2027. Ukraine is currently advocating for the release of $18 million of that funding in the coming year. Additionally, the House recently passed a bill to provide Ukraine with $300 million in aid, causing a divide among Republican representatives.
Marchenko expects further commitments from Japan and the United Kingdom, but he attributes the donor fatigue to geopolitical shifts and internal political contexts in different countries. He also believes that engaging in discussions with private creditors is still a viable option.
According to the United Nations, since Russia’s invasion of Ukraine in February 2022, over 9,614 civilians have been killed, and 17,535 have been injured.
