US determines Sudanese rebel force committed genocide
Members of the Rapid Support Forces and allied militias have committed genocide in Sudan, the U.S. government has determined.
Secretary of State Antony Blinken announced his determination in a statement Tuesday, and he previously declared in December 2023 that they had engaged in war crimes, crimes against humanity, and ethnic cleansing.
The “conflict of unmitigated brutality,” which began in April 2023 when the RSF and the Sudanese Armed Forces began fighting, has led to the “world’s largest humanitarian catastrophe,” according to Blinken. More than 30 million people are in need of humanitarian assistance and tens of thousands of people have been killed since the conflict erupted in April 2023, though the exact death toll is unknown.
“The RSF and RSF-aligned militias have continued to direct attacks against civilians,” Blinken said. “The RSF and allied militias have systematically murdered men and boys—even infants—on an ethnic basis, and deliberately targeted women and girls from certain ethnic groups for rape and other forms of brutal sexual violence. Those same militias have targeted fleeing civilians, murdering innocent people escaping conflict, and prevented remaining civilians from accessing lifesaving supplies.”
In conjunction with the genocide determination, the Treasury Department’s Office of Foreign Assets Control is sanctioning Mohammad Hamdan Daglo Mousa, known mononomously as Hemedti, the leader of the RSF. But, he made it clear that the United States “does not support either side of this war” and that “both belligerents bear responsibility for the violence and suffering in Sudan.”
Hemedti was involved “in gross violations of human rights in Darfur, namely the mass rape of civilians by RSF soldiers under his control,” Blinken added in his statement.
The Treasury Department is also sanctioning seven companies based in the United Arab Emirates that are linked to the RSF.
The Sudanese army, led by Abdel Fattah al Burhan, and the paramilitary RSF, led by Hemedti, began fighting in April 2023. A month later, the two sides agreed to sign the 2023 Jeddah Declaration of Commitment to Protect the Civilians of Sudan affirming their commitment to protect civilians.
This is the second declared genocide committed in Sudan since the turn of the century, following the genocide in Darfur in the early 2000s.
