The government-run propaganda publication, Global Times, criticizes the ongoing U.S. crackdown on China’s technological development. It emphasizes that without resolving past frictions, cooperation on climate change is unlikely.
According to Global Times’ editorial, “If the U.S. continues its crackdown on China, escalating tensions and hostility between the two sides, it is unlikely to be conducive to any kind of cooperation, including on climate change. While Washington has long wanted to isolate climate change issues from its other political and trade policies related to China, there is actually no way to separate bilateral cooperation on global warming from the broader context of China-U.S. relations.”
Kerry, serving as President Joe Biden’s climate czar, commends China for its remarkable progress in renewable energy development and urges both countries to put aside political issues and work together to combat climate change. However, these comments have drawn criticism, with GOP presidential candidate Nikki Haley suggesting that Kerry’s approach prioritizes climate change over other pressing concerns.
Kerry’s visit to China follows Treasury Secretary Janet Yellen’s recent talks with China’s top economic officials, during which Yellen softened language that had angered the CCP. Yellen emphasized the importance of diverse supply chains, aiming to alleviate China’s concerns.
Kerry has expressed regret that climate change has become entangled with other tensions between the U.S. and China. He hopes that his trip will encourage China to reduce its coal consumption, as it currently surpasses the rest of the world combined in coal burning and carbon emissions. However, China has previously made pledges to limit coal consumption but has continued to build new coal plants.

In 2014, China pledged to cap its annual coal consumption at 4.2 billion tons by 2020. However, in 2021, China consumed over 5.24 billion tons of coal, exceeding its own target. Despite this, Kerry has cited Chinese President Xi’s acknowledgment of the “climate crisis” as a sign of progress.
