USAID launches new program to support global comprehensive sex education.
The U.S. Agency for International Development Launches LGBTQI Inclusive Development Framework
The U.S. Agency for International Development (USAID) has unveiled a new framework for “LGBTQI inclusive development,” aimed at promoting comprehensive sexuality education and access to sexual health care and reproductive rights. This initiative is part of USAID’s mission to distribute billions of taxpayer dollars to countries around the world.
“USAID affirms and celebrates LGBTQI+ people and all people of diverse sexual orientations, gender identities and expressions, and sex characteristics as integral parts of every society,” the framework states.
According to Jay Gilliam, the LGBTQ coordinator at USAID, inclusive development means empowering individuals and communities of diverse identities and experiences to transform their own societies.
Gilliam, who previously served as the global director of the Human Rights Campaign, an organization that opposes bans on sex-change operations on children, is committed to promoting nondiscrimination, empathy, and inclusion.
“USAID is incredibly proud to stand for these values during pride month and every month of the year,” said USAID Director Sammantha Power in the framework’s launch video.
In addition to addressing violence worldwide, the framework acknowledges that LGBT individuals face barriers to political participation and economic empowerment across the globe.
The framework also emphasizes the importance of recognizing and respecting all gender identities, stating that USAID is committed to using inclusive terminology and consulting with local LGBTQI+ communities to ensure preferred language is used.
One example highlighted in the framework is a clinic in India supported by USAID, which is run by and for transgender individuals. The U.S. has also supported “Pride” events in India, including an event on “pride in American literature.”

The announcement of this new initiative follows Rep. Matt Gaetz’s introduction of a bill to abolish USAID, citing concerns that taxpayer dollars are being used to spread “wokeism” abroad.
“American taxpayer dollars are being wasted to fund radical leftist propaganda in foreign countries,” Gaetz stated. “The American people will not tolerate government-funded degeneracy at home, and we certainly will not accept its force-feeding abroad under Old Glory.”
