President Donald Trump’s plan to build an “External Revenue Service” is stuck in limbo even as the White House mounts an aggressive trade war with Canada and other countries.
On his first day in office, Trump signed an executive order directing the Commerce Department to begin formulating plans for standing up the agency, which would be responsible for handling all government revenue stemming from any U.S. tariffs.
Trump administration officials suggested the ERS would be able to account for enough new government revenue to justify the complete closure of the Internal Revenue Service.
However, White House press secretary Karoline Leavitt declined to give specifics Tuesday when pressed by the Washington Examiner for an update on the new government agency.
“Well, we need reciprocal tariffs to go into effect first, and as you know, the president will be rolling those out on April 2,” she responded. “And then the next part of that process is collecting that revenue to ultimately create the External Revenue Service, which [Commerce] Secretary [Howard] Lutnick is working very hard on and is quite enthusiastic about if you have noticed from his media.”
Leavitt directed follow-up questions, including whether the president’s team had determined if legislation would be required to stand up the ERS, to the Commerce Department.
Since January, Lutnick has repeatedly called for replacing the IRS with the ERS in media appearances but has provided virtually no details on the process for launching the agency.
