Wisconsin mandates cohabitation of female inmates with child rapist.

Sex Offender Housed in Women’s Prison Sparks Outrage

Mark Campbell,‍ a registered sex offender convicted of first-degree sexual assault for raping his 10-year-old⁤ daughter, is now housed in a women’s prison in Fond du Lac, Wisconsin.

Despite‍ his biology and the heightened‍ threat he ⁤poses to women based on the nature of his crime, the Wisconsin ⁢Department of Corrections allowed him to‌ be categorized as “FEMALE,” and subsequently to be incarcerated with female inmates at Taycheedah Correctional⁢ Institution since August of 2022.

Campbell began serving ‌his 34-year‍ sentence in 2007, and ‌has since⁣ been receiving wrong-sex hormones and claiming to be a woman named Nicole. In 2013, he requested a surgical operation to mutilate his male sexual organs to appear more female, and was initially declined for not meeting⁤ prerequisites.

In 2016, Campbell sued the Department of Corrections for not allowing him to undergo the procedure, claiming it was⁣ an Eighth Amendment violation. In 2019, the 7th U.S. Circuit⁢ Court of ‍Appeals ruled that “clearly‍ established law did not require Wisconsin prison officials to provide Campbell with gender-dysphoria treatment beyond hormone therapy.”

But as of December 2020, “a federal judge ruled that Wisconsin must offer Campbell taxpayer-funded transition surgery and move ⁣him to a women’s prison while awaiting that surgery,” according‍ to⁢ reporting from The Daily Signal.

In his ruling, U.S. District Judge James Peterson referred to Campbell by inaccurate female ⁢pronouns and⁤ argued the disfiguring genital surgery was ⁣necessary because‌ Campbell was‍ still “in anguish” thanks to his “gender dysphoria,” even after receiving experimental female hormones⁢ on Wisconsin taxpayers’ dime. While he awaits the procedure, the convicted rapist continues ‍to be housed with female inmates.

Campbell’s status as a sex offender isn’t unusual for male inmates with whom female prisoners are ⁤forced to live. According to The⁤ Daily Signal’s reporting on Wisconsin data, 81 of‍ the 161 male inmates who ‍claim to be transgender have been convicted of “sexual assault or sexual⁣ abuse.”

Nor is the trend of leftist localities housing dangerous men with ‍female‍ inmates to appease⁤ the pro-transgender agenda of the Democrat Party limited to Wisconsin. A California law passed in 2019 ‍”requires men ⁢who⁢ say they are women to be housed in women’s prisons.” In both the 116th and 117th Congress, ⁢House Democrats overwhelmingly voted for H.R.⁤ 5, which sought to ‌bar so-called “discrimination” based on “gender identity” in federal institutions⁣ — effectively demanding that ‍men like Campbell be treated ⁢as ‌women under the guise of “equality.”

Many argue that housing a convicted male sex offender with female ⁣inmates not only jeopardizes the safety and well-being of ⁤the female prisoners but also undermines the purpose of correctional facilities, which is to rehabilitate and protect individuals.

The concerns raised are not unfounded. Numerous reports ⁣and studies have highlighted the‌ increased risk‌ of ‌sexual assault and violence when male inmates are housed with female inmates.⁣ The physiological and anatomical differences between men and women make female prisoners more vulnerable to harm in such situations.

Furthermore, the decision to categorize Mark Campbell as “FEMALE” raises questions about the criteria used by the Wisconsin Department of ‍Corrections to determine an individual’s gender identity. It is essential that prison officials consider not only an individual’s self-identification but also their biological sex, especially when it comes to housing decisions that can have serious consequences.

While it is important to respect and accommodate the rights⁤ and needs ‍of transgender individuals within the prison system, it is equally important to balance these considerations with the safety and well-being of all inmates. There are potential alternatives that can⁢ address these ‌concerns, such as dedicated facilities or ⁣units⁢ for transgender individuals, where their specific needs can be met without compromising the safety of other prisoners.

The case of Mark Campbell being housed in a women’s prison highlights the urgent need for comprehensive ‍policies and guidelines regarding the housing and treatment of transgender individuals within the correctional system. ⁣Without clear and well-thought-out regulations, situations like this may continue to⁢ arise, causing harm and unrest within prisons.

It is the responsibility of correctional authorities to prioritize the safety and security of all inmates while also respecting the rights of transgender individuals. This can be achieved through thorough assessments of individual circumstances, the development of appropriate housing options, and‌ ongoing training and education for prison staff.

The outrage sparked by‍ the housing of Mark Campbell in a women’s prison‌ serves as a reminder of the complex issues surrounding the treatment ‌and accommodation of transgender individuals within the criminal ‌justice system. It is crucial ⁢to engage in open and informed discussions to find solutions that strike a balance between all parties involved.

In the case of ‌Mark Campbell, it is essential that the Wisconsin Department of Corrections reevaluates ‌their housing decision and takes proactive steps to ensure the safety and well-being of female prisoners. This should be done in consultation with experts, advocates, and stakeholders to ensure ‍a fair and just outcome.

Ultimately, addressing the issue of housing transgender individuals in correctional facilities requires a comprehensive ‍approach that considers the rights, needs, and safety of all parties involved. By prioritizing these considerations, we can work towards creating‍ a more equitable and⁣ secure prison system for everyone.
